fa ارائۀ برنامۀ راهبردی مطلوب بر اساس تجزیه و تحلیل برنامۀ استراتژیک موجود سازمان (مطالعۀ موردی : ادارۀ کل آموزش و پرورش استان مازندران) مدیریت دولتی مدیریت دولتی پژوهشي Research <p dir="RTL"><strong>مقدمه:</strong>&nbsp; با توجه به روند متحول و متغیر بیرونی، سازمان&shy;های عصر جدید جزء در پرتو داشتن اطلاعات دقیق و به هنگام از محیط داخلی و خارجی قادر به ادامۀ حیات و سیر مسیر تعالی نخواهند بود. برنامه&shy;ریزی استراتژیک ابزاری است که این قابلیت را برای سازمان&shy;ها ایجاد&nbsp;&nbsp; می&shy;کند تا با نگاهی به آیندۀ روشن، تجهیزات و امکانات متناسب را برای دست یابی به هدفی مشخص بسیج نمایند. این پژوهش با هدف ارائه برنامه راهبردی مطلوب براساس تجزیه و تحلیل برنامه استراتژیک موجود سازمان در اداره کل آموزش و پرورش استان مازندران انجام شده است.</p> <p dir="RTL"><strong>روش:</strong> تحقیق توصیفی از نوع پیمایشی است. این تحقیق از نظرات 104 نفر از جامعۀ آماری مد نظر که عمدتاً از مدیران، کارشناسان و نخبگان عرصۀ اداری و آموزشی بوده&shy;اند استفاده شده است که نهایتاً نظر 71 نفر از آن&shy;ها قابل بررسی بوده است. ابزار گردآوری این تحقیق پرسشنامه&shy;ای استاندارد بوده و از کتاب پژوهشنامه مدیریت دکتر مقیمی که شامل 7 بخش و 75 سوال است تهیه شده ،که روایی صوری تأیید شده به همراه آلفای کرونباخ 932/0 نشان از اعتبار و پایایی خوب این ابزار است. جهت تجزیه و تحلیل داده&shy;ها از نرم افزار <span dir="LTR">SPSS. 19</span> و آزمون&shy;های مختلفی نظیر آزمون <span dir="LTR">T</span>، آزمون فریدمن، آزمون کولموگروف اسمیرنوف استفاده شده است.</p> <p dir="RTL"><strong>استنتاج</strong><strong>:</strong> برنامۀ استراتژیک ادارۀ کل آموزش و پرورش استان مازندران در سه حوزۀ بررسی نقاط ضعف، بررسی ارزیابی کلی برنامه و نیازمندی به بهبود مستمر برنامه، دارای نواقصی عمده است که باید با بازبینی و مهندسی مجدد برنامه، به رفع موانع عمدۀ آن همت گماشت.</p> <p>Regarding the external changing and transforming trend, modern organizations would not&nbsp; be able to survive and go through an exalted direction&nbsp; except in the light of having accurate and timely information an internal and external environment .Strategic planning is a tool creating this capability for organizations to mobilize the appropriate equipment and facilities to achieve a certain goal with a view to a bright future . Mazandaran - based general educational department due to its existence sensitivity to promoting general education level and elevating general scientific knowledge level requires an influential and solid plan by which it could realize its predetermined goals and mission. This study has been done in order to subtly analyze the existing strategic plan of mazandaran province educational department and to study it from different aspects (such as plan overall analysis, its weak and strong points , opportunities, threats and the need for continuous promotion) given in Bryson&nbsp; model . The study general objective is to present an optimal strategic plan bused on the organization existing strategic plan analysis.</p> <p>&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In this study, the views of one hundred and four managers, experts and elites in administrative and educational fields who constituted the population of the present study were surveyed out of which the views of seventy one subjects were analyzed. The descriptive study method is survey type that examines a description of what it is or the researcher presents a report of the existing condition. In such a study , the existing condition and draws objective conclusions without any interference or subjective inference .The research instrument used in the present study was a standard questionnaire including seven parts and survey five items moghimi&rsquo;s research collection A Cornbrash&#39s alpha index of 0.932 showed a high reliability of the questionnaire.
