Introduction: The aim of this study is to provide a conceptual framework for effective management of talent in North Khorasan University of Medical Sciences. Method: This research is nature as purpose, methodology of the survey and of the factor analysis method used. The population consisted of all and faculty employees, the number of 881 persons, and to set an example on the table Morgan 265 randomly selected sampling respectively. The research instrument was a questionnaire optimal management talent to confirm its validity by Experts and its reliability by Cronbach's has been calculated at 97%. The data were analyzed by SPSS 19 software and descriptive statistics and inferential statistics methods by using factor analysis method. Results: Factor analysis shows that the 5 components with a confidence at 99% level of significance with talent management. Everyone's attention to job duties, perseverance and desire to try to do the job and company employees internal and external training courses for staff development and hiring the most important factors of personality tests, improved quality of life and prosperity and to use the assessment system the employment factors were identified as low Ahmyt Tryn. The result of the ranking classes (Friedman test) indicates that "keeping talent" in the first place and then "elected" second and "Development" ranked third. Conclusion: Identify and utilize effective components for optimum management talent in organizations is an important process in talent management. Talent Management includes five key elements to attract, select, and engage and involvement, development and maintenance employees.
